Well, by taking few imperative steps could neaten the situation, firstly, fetching them under mobile banking coverage, if it is required, then giving them basic-android mobile and opening mobile banking account for them, secondly, remitting allowance to their mobile account every month, thirdly, steadily building up an Android Social Networking App consisting of realistic database of all widow, disable, and elderly people that would enable govt. easily to track any mischief immediately, if happens.
