Finance Minister Abdul Maal Abdul Muhith on Thursday began delivering his propose for national budget for 2014-15 fiscal year in parliament Wednesday.
The minister began his speech as the parliament sitting resumed minutes behind the schedule at 3.30 pm.
The main outlines of the budget, as presented by the finance minister, are as the followings:
The size of the budget in this year is of Tk 2,50,506 crore.
Target of realizing revenues is of Tk 1,82,054 crore.
The deficit (without donation) is of Tk 67,552 crore.
Main ADP is of Tk 80,315 crore.
Domestic loans are of Tk 43,277 crore.
Foreign loans are of Tk 18,069 crore.
Bank loans are of Tk31,221 crore
Earlier the cabinet headed by Prime Minister Sheikh Hasina approved the proposal for an outlay of Tk 250,506 crore for the next financial year.
President M Abdul Hamid authenticated the proposed national budget and the revised budget for 2013-14 prior to placing those before the Jatiya Sangsad.
The President authenticated the budget at his office in the Jatiya Sangsad Bhaban.
Finance Secretary Fazle Kabir, External Resources Division (ERD) Secretary Mehbah Uddin and National Board of Revenue (NBR) Chairman Md Golam Hossain were present on the occasion.Earlier, on his arrival at the Jatiya Sangsad Bhaban, the President was received by Deputy Speaker Fazle Rabbi Mia and Chief Whip ASM Firoz.
The maiden budget of the Awami League-led coalition government of Prime Minister Sheikh Hasina after her second consecutive term in office through January 5 elections will mainly focus on revenue generation and measures for more investment in the next financial year beginning on July 1.
Muhith’s placing of sixth budget in a row with Tk 67,552 crore deficits will also talk about infrastructure development to lure domestic and foreign investment in the longer run, officials closed to the budget preparing process said.
The proposed budget, which set a target of Tk 1082954 core revenue income in the next fiscal, was being placed in the the 350-strong parliament where for the first time after 1991 Bangladesh Nationalist Party of former prime minister Khaleda Zia has no representation.
The BNP while in opposition used to place an alternative budget proposal even through its lawmakers boycotted the parliamentary proceedings. The party will not propose any alternative budget this time round, but its leaders may mobilize mass movement against the government which the party terms illegal.
However, the main opposition in parliament Jatiyo Party of former military dictator Hussein Muhammad Ershad will remain in the parliament during the budget placement.
Finance ministry official said that the government projected a 7.3 per cent GDP growth despite the growth in the current fiscal year failed to reach the target because of the political turmoil in the run-up to the January 5 general elections and violence by the marauding Jamaat-e-Islami activists to protest trial of Bangladesh’s 1971 war crimes.
